MINUTES OF THE
January 10, 2007
Public Hearing
The regular meeting of the
Greenwood Metropolitan District Commission was held
Wednesday, January 10, 2007 at 5:00 p.m., in the Board Room
of CPW - Greenwood Metropolitan District Administrative
Office, 121 West Court Avenue.

I.
Chairman Haynie called the meeting to order.
II.
Chairman Haynie gave the statement of compliance with
the notification provision of the Freedom of Information
Act.
III.
Chairman Haynie stated the notice has been advertised
three times in the Index Journal.
IV.
Chairman Haynie opened the public hearing to receive
comments concerning the proposed rate structure of the
Greenwood Metropolitan District.

Chairman Haynie closed the public hearing to receive
comments concerning the proposed rate structure of the
Greenwood Metropolitan District.

Mr. Parker gave a brief overview of the proposed rate
structure.
a.
As part of the rate study an analysis of customers of
the system, the usage, the revenues, and the expenses was
performed. A rate model was then developed based on the
information from the analysis. The model was used to
formalize the existing rate structure. Based on the
analysis as well as the industry norms, some changes we
proposed for the rates along with some rate structure
changed. We are looking at taking the base charge that
applies equally to everybody; make it a meter base structure
such that the larger the connection size the higher the base
charge. The rational behind that is a large customer
without using any service automatically has a large impact
on the system. Another primary change that is being made is
on the volumetric charge. Currently a portion of the
volumetric rate is included in the base charge. There are
now two separate components the base charge (service
availability, readiness to receive service fees, etc.) and
the volumetric charge. As soon as your wastewater starts to
impact the system you will pay the volumetric portion.
VII.
Commissioner Smith moved and Commissioner Watts
seconded the motion to approve the new rates effective
February 1, 2007. The motion was approved.
VIII.
The Commission will consider changing the name of the
Availability Fee to the Capacity Fee and the Tap Fee to the
Transmission Fee. Currently the Availability Fee is $500
per residential equivalent unit (REU). The Tap Fee is
presently $350. The Capacity Fee will be due when the
developer requests a letter stating the availability of
capacity at the treatment plants and GMD’s willingness to
serve the project.
IX.
The named of the Tap Fee is proposed to be changed to
the Transmission Fee. The present $350 Tap Fee is proposed
to be changed to $400 and be called the Transmission Fee.
The transmission fee will be due when service is required.
X.
Chairman Haynie opened the public hearing to receive
comments concerning the proposed rate change for the
Capacity Fee and Transmission Fee.
XI.
Commissioner Monaghan explained why Metro was
considering the increase. The sewerage treatment plant was
already built. Next, you have developers who build new
houses and Metro has to build a bigger sewer plant. Who
should pay for that? The old customers have already paid
for their share. Metro charges the developer/new customer a
Capacity Fee to help build a bigger sewer plant. When a
developer goes in and decides to build 200 houses, the
developer has to pay 200 times $600 (the proposed amount).
Then when the house is built the contractor/new owner has to
pay $400.

Chairman Haynie closed the public hearing to receive
comments concerning the proposed rate change for the
Capacity Fee and Transmission Fee.
XIII.
Commissioner Monaghan moved and Commissioner Watts
seconded the motion to change the name of the Availability
Fee to Capacity Fee and increase the amount from $500 to
$600 per REU. The motion was approved.
XIV.
Commissioner Watts moved and Commissioner Smith
seconded the motion to change the name of the Tap Fee to
Transmission Fee and increase the amount from $350 to $400.
The motion was approved.
XV.
With no further business, the meeting was adjourned.
Note: Commissioner Watts
invited several high school students to attend the public
meeting. A brief overview of GMD was provided by Mr.
Coleman, Mr. Martin and Commissioner Watts, and Commissioner
Smith.
